'Paid surveys' are they real?Any rules and norms?

Often I get mail advising me to pay some amount to access and benefit from certain sites who peromise to put me to companies who would pay me if I took part in their suveys. The promise of money is very tempting. Ofcourse I would like to earn money this way but only if it is legal.
